This is because your feet and/or genitals are much colder than your hands, and feel the heat more. The water does not miraculously change temperature. No really.

It’s because your hands are better for resisting hot temperatures. It’s a biological feature that makes sense when you think about it, and is the reason why you test baby’s bottle water with your wrist. And, well, why you don’t test bath water with your hand.
So just use your foot not your hand to test the water, or better yet use your genitals.
