It’s a popular “joke” to link this his “Never going to give you up” video and say “ha ha made you look”.
Never got it myself… Normally people out grow this joke when they enter the 1st grade, yet on the internet it’s “Humor”.

Wow. That one looks a lot nicer and is still not that funny. Does anyone check for repeats? I do enjoy the different colored, non-existent, bars.

the bars should add up to 100% which they clearly don’t. This leaves me to question what is rick astley doing the other 10% of the time?

For the simple reason that there exist people that enjoy the song “Never Gonna Give You Up,” such as myself, the final value simply cannot be 100. Also, since we are talking about Rick Astley, there may not exist an original idea based upon his existance and Internet infamy. It is to be assumed that the remaining 10% are miscillaneous activity.
The careful observer would also note that this is, as a matter of fact, NOT a pie chart. The values do not need to add up to 100 for the graph to make sense. I can see where the values being percentages may have tipped you off, but I must insist this fact.
