    okay this makes no sense logically, this is trying to demonstrate that George Bush cares less about everything else, which means he would care about black people more than anything. Next time your accusing George Bush of racism, do it right!!

      That’s the point. After Hurricane Katrina, Bush was accused of “not caring about black people”. The graph is trying to show that Bush ISN’T racist. Depending on your politics, you can interpret this as meaning “There are people whom Bush doesn’t care about, but blacks don’t make up a majority of them, so he’s not racist,” or “Bush doesn’t care about black people, but he doesn’t care about EVERYONE, so he’s a jerk, but still not racist.”
